Born in 1971, Shifei graduated from the Chinese Central Academy of Fine Art in 1993. He was awarded silver at the Heilong River Province annual exhibition in 1994 and two years later gained funding from the Chinese born American association and took part in the Cultural Exhibition Meeting.

As part of the 50th anniversary celebrations in 1999, he exhibited at the Guangdong province exhibition. In 2001 he founded the Non-formula Gufeng Art Studio which encourages sale of art works abroad and in 2004 held his own exhibitions in Los Angeles and Guangzhou.
